Since the first entry of the Turk into Europe, there has been an Eastern Question; and since first Russia became a European Power, it has been her aim to solve this question to her own advantage. To become a European Power, she had to reckon with Prussia; for the solution of the Eastern Question, with Austria. Thus it came about that Prussia, who had no direct concern with Eastern politics, was led to play a part in them, often a preponderating part, and that as Austria was concerned in all important matters of European politics, there was no political affair in Europe which did not have an influence in the East, or which was not influenced by the Eastern complications. - from the author's preface
